CPU for sure, for Warband. The video card is seldom a bottleneck but the CPU speed matters. You will be running 2 threads only so pure CPU clockspeed means more than many cores.
After that you want a SSD solid state disk for fast file access and faster file saves.
And finally, your memory should be in interleaved mode for better bandwidth.
