调整军功计算公式:所击败的部队类型和规模影响占比更高;正邪双方有各自的侧重(正义方帮助友军能够获得更多军功,邪恶方战损惩罚小) - Improve pre-war balance by reducing amount of scouts spawned by major factions; re-enable pre-war warg scouts (look out!); rebalanced most scout parties

任务
- Fix "defend refugees" quest winning conditions (you can now finish the quest if you've lost one or two refugee parties); also fix theater assignment for correct raider parties
